T.J. Properties, Inc. develops affordable
rental housing units that will both expand the amount of
quality housing for low-income families and contribute to ongoing
efforts to stabilize and revitalize the neighborhoods of Philadelphia.

PROJECT – Belmont Affordable Housing VI
Our most recent project, Belmont Affordable
Housing VI, will involve substantial rehabilitation and new
construction activities on twenty-four properties, creating
40 affordable housing units in the Belmont neighborhood of West Philadelphia,
PA. Of the 40-units, eight (8) will
be reserved for persons with mobility impairments.
The 79,000 square-foot development will build on previous investments
made by T.J. Properties in the Belmont community. The new project will include

row home style buildings containing:
The development will include a management
office, which will serve all of the Belmont VI units. All units
will be affordable for households earning at or below 50% of the
Area
Median Income (AMI) and five of the units (or 20%) will be targeted
to families earning 40% of AMI.
Rehabilitation work for Belmont Affordable Housing
VI will include roof replacement, some exterior brick wall replacement,
steam cleaning and brick pointing of outside walls, installation
of new double-insulated windows with screens, hard wire smoke detectors,
kitchens, and baths. All interior framing will be restored, and each
unit will be completely dry-walled. Units will feature new cement
floors in basements and new cement porches and rear patios outside.
In addition to supporting the local community
plan, Belmont Affordable Housing VI is also consistent with and
supportive of the City’s broader strategic plan for community
development and revitalization, as enunciated in the Year 30
Consolidated Plan. As the Consolidated Plan indicates, the Mayor‘s
Neighborhood Transformation Initiative proposes a shared vision
of developing quality neighborhoods throughout the City and presents
six goals for achieving that vision. The development of Belmont
Affordable Housing VI will contribute to that vision and meet
many of it’s goals. As it contributes to an established neighborhood
plan, the development meets the first NTI goal, which is to support
community-based planning. By reusing and rehabilitating currently
vacant buildings and lots, the development also meets the second
NTI goal, which is to eradicate blight. By attracting private
investment to the community through the use of Low income Housing
Tax Credits, Belmont Affordable Housing VI meets the fifth and
sixth NTI goals, which are to attract private investment and
leverage the City’s resources.
Belmont Affordable Housing VI will include
the development of 4165 Lancaster Avenue, which will house an
on-site computer lab, on-site job readiness training as well
as employment training services provided by Ramsey Educational
Development
Institute (REDI).
